Michelle Weaver is passing it forward. She once lived in an apartment with no AC until somebody gave her one. Now, she's passing it along to Brenda. Michelle saw Brenda on 27 News talking about what's it like to be a low-income resident with no AC.
Since then, the Department of Housing and Urban Development has changed its position. A/C is now considered a non-luxury item and is allowed. But according to the City of Madison, only 4 percent of low-income apartments have it.
