Psychotic killer back in custody in Washington

SPOKANE, WA (WKOW) -- A psychotic killer is back in custody in Washington State.

The man escaped Thursday while on a field trip for mentally ill patients at the Spokane County Fair.

47 year old Phillip Arnold Paul killed an elderly woman in 1987 and soaked her body in gasoline.  He is reportedly criminally insane, yet he was allowed to go to fair in plain street clothes. He was on the run for three days before he was caught Sunday.

Police say a deputy arrested Paul trying to hitch a ride.  The deputy who caught Paul, also arrested him after he escaped in 1991.
