MADISON (WKOW) -- President Obama's speech on Wednesday was partly aimed at Wisconsin's legislature.
The White House's education plan, Race to the Top, only allows states with flexible teacher pay-student performance links to compete.
Wisconsin is one of two states that ban teacher pay to be linked with student testing.
The President likely came to Wisconsin because of that.
Already, bills have passed both houses' education committees in Wisconsin that relax the ban and allow pay to be linked with testing.
A full bill is expected to be introduced on Thursday.
