MADISON (WKOW) -- State tax records reveal a second Republican candidate vying for U.S. Sen. Russ Feingold's seat reported zero net taxes to the state.
The records show Watertown businessman Dave Westlake reported zero net taxes in 2002. The other Republican challenging Feingold, Developer Terrence Wall, has already acknowledged he paid no taxes in eight of the last nine years.
Net taxes reflect a calculation near the end of a tax return, but the figure isn't the total amount owed or paid. So someone with zero net taxes could still end up owing taxes. But net taxes are the only value the state Department of Revenue can release.
A spokesman for Terrence Wall says he used legal deductions and depreciation to bring his tax liability down to zero.
