MADISON (WKOW) -- Tens of thousands of people have protested at the Capitol over the last few months for Gov. Walker's budget proposal.
The majority of the protests have been civil but the Department of Administration says 41 people have been arrested a total of 59 times.
The Milwaukee Journal Sentinel reports some protesters who have been cited haven't yet paid their fines.
For example, 22-year-old Jeremy Ryan owes more than $3,500 for disorderly conduct citations. His attorney doesn't think prosecutors will pursue his client's citations.
Dane County District Attorney Ismael Ozanne says that's not necessarily the case.
He says it takes time for cases to move through the system.
