MADISON (WKOW) – A new report shows state officials did not expect protests at the Capitol over collective bargaining to be so big, and they were not adequately prepared.
The Department of Administration released the Wisconsin Emergency Management report Friday by.
It shows there was no clear decision maker. Direction during the February and March protests came from the governor's office and the Department of Administration.
It says agencies were not allowed to coordinate plans as the protests unfolded, which diminished a coordinated response early on.
The report says planning between agencies was not finished until after the protests started.
