MADISON (WKOW) -- The head of the largest union representing state workers said restrictions on where and when workers could collect recall signatures is a violation of their rights.
Department of Administration officials have told workers they are forbidden from collecting recall signatures while on state property, or during lunch hours and work breaks.
Wisconsin State Employees Union Director Marty Beil said acting as a recall circulator is petitioning government, as opposed to partisan political activity such as displaying campaign bumper stickers, and should be allowed.
A spokesperson for the Department of Administration told the Associated Press the policy against political activity by state workers on state property is long standing.
