MADISON  (WKOW) -- Madison police cited a 54-year-old man for disorderly conduct after allegedly taking a swipe at a woman collecting recall signatures.

Police say Earl Gluth, of Stoughton, was photographing the 41-year-old Madison woman on a sidewalk outside a grocery store Thursday.

Gluth allegedly said her photo was going "on the web site" and snapped photos of license plates, saying he was going to look up petitioners' addresses.

The Wisconsin State Journal reports (http://bit.ly/s6LayK ) the woman said when she grabbed her phone to photograph Gluth he knocked the phone and petition clipboard to the pavement.

Gluth said Saturday that he felt threatened when the woman put the phone in his face and he put his hands up to protect himself.
