Madison police arrest woman for 4th OWI

MADISON (WKOW) – Madison police arrested a 31-year-old Madison woman for her fourth offense-Operating a Motor Vehicle While Under the Influence on Thursday morning.

Just after midnight, a police officer saw a black Ford Expedition weave through the 800 block of E. Washington Avenue traffic and hit a curb, causing another driver to swerve to avoid a collision.

The officer pulled the SUV over and found its driver, 31-year-old Christina M. Philbrick of Madison, intoxicated. Police say the woman did not perform well during a field sobriety test and blew a 0.239 when a Portable Breathalyzer Test (PBT) was administered at the Dane County Jail.
