
MADISON (WKOW) -- The City of Madison and City of Milwaukee are suing the state over how it's using recycling money.
The joint lawsuit is against the Department of Administration and the Department of Natural Resources.
The suit claims the secretaries of both agencies used money from the statewide recycling grant fund for other uses.
The complaint argues the state constitution requires the legislature to approve such budget changes.
Walker administration officials have not responded to the suit.
