Abused cat found dead and bound

MANITOWOC (WKOW) -- A dead cat was found bound with duct tape in the Manitowoc River.

Now police are asking for the public's help to find out who is responsible.

Authorities were called Sunday evening after a fisherman found the cat floating.

They're asking anyone with information about the cat's owner or about how the animal died to call the Manitowoc Detective Bureau.

A reward is being offered of up to $200 for information leading to the arrest of whoever abused the cat.
