MARSHALL (WKOW) -- A Marshall woman is facing felony charges in connection with her daughter's death.
The Dane County Sheriff's Department says 35-year-old Connie Hartmann was arrested Thursday on felony charges of Child Neglect Causing Death and Child Neglect resulting in Bodily Harm.
Authorities say the investigation began on Sunday, May 6th, when officials responded to 1128 Berlin Road in the town of Medina and two young children were transported to local hospitals, smelling strongly of gasoline.
The Sheriff's office says the 2-year-old girl and the 4-year-old boy were found inside a vehicle. The girl was found unconscious at the scene, and was later pronounced dead at St. Mary's Emergency Room in Sun Prairie.
The boy was admitted to UW Hospital where he stayed for several days. After his release he was placed in foster care, where he has remained since.
Officials now believe they can show the children were victims of child neglect based on autopsy results and statements made by both Hartmann and others living in the Berlin Road residence.
"Hartmann told Detective Hendrickson that she would frequently pass out or need to take a nap in the afternoon and this would cause (children) to be unattended for two to three hours," states a criminal complaint against Hartmann.
"Hartmann told Detective Hendrickson that she was aware of (the boy) getting into gasoline (previously)," the complaint states.
Detectives were making plans to arrest Hartmann on Thursday, when they learned she had already been brought to jail around 3:30 a.m. Thursday.
Officials responded to Hartmann's residence shortly after midnight on Thursday for a domestic incident. Hartmann was arrested on tentative charges of Battery and Disorderly Conduct.
