MADISON (WKOW) -- A 29-year-old Madison woman is under arrest for first degree reckless endangerment, criminal damage to property, resisting/obstructing, and disorderly conduct.
Police say Cassandra Phillips almost hit pedestrians and a taxi cab early Saturday morning as she tried to escape police.
It happened on the 400 black of North Francis Street at the parking garage.
Phillips rear-ended another vehicle in the garage as they waited to exit around 2:30 a.m.
When she did not want to pay for her ticket, she began to yell at the parking attendant.
Madison Police were in the area and alerted after hearing the yelling.
When police asked for her identification, she hit the gas smashing through a barrier gate.
Phillips then was caught on camera jumping a sidewalk, coming close to hitting pedestrians, and then continued in the wrong direction on a busy University Avenue.
The video above was how police captured the incident on surveillance and was able to catch and arrest Phillips a few days later.
