MADISON (WKOW) -- A bicyclist knew he was in the right when he was told he had broken a city ordinance by biking on the sidewalk.
Last week, an intoxicated 25-year-old Michael Moran, stopped the bicyclist in the 300 block of W. Wilson Street to inform him he was acting as a law enforcement officer.
Moran demanded a $200 fine be paid to him immediately for the cyclist biking on a sidewalk. The victim knew his rights; it is a violation of city ordinance to bike on a sidewalk in a business district, but not a residential area.
The victim then called police. Moran was found asleep in some bushes near the scene. He was arrested for impersonating a Peace Officer and possession of a switchblade knife.
