TOKYO (WKOW) -- The radioactive leak coming from Japan's crippled Fukushima nuclear plant is now a "serious incident" on an international scale.
Nuclear regulators upgraded the rating on Wednesday, criticizing the plant operator for failing to catch the problem earlier.
Tokyo Electric Power Company says 80,000 gallons of water had escaped from one tank and some may have reached the sea through a rainwater gutter. The 300 ton leak probably started a month a half before it was discovered.
