MADISON (WKOW) -- Madison Mayor Paul Soglin's cell phone provided a little humor in an otherwise serious discussion about city finances Tuesday.
Mayor Soglin called the news conference to answer questions about his 2014 Executive Capital Budget proposal. After he answered a question about the Madison Water Utility's proposed rate increase, his phone chimed in, literally.
