MADISON (WKOW) -- Mayor Paul Soglin released details of his proposed 2014 Operating Budget Tuesday.
Mayor Soglin says the $275 million budget maintains and enhances essential public services, while increasing spending by about 3%.
The budget would lead to a property tax increase of about $32 for the average home.
Soglin says putting together the budget was difficult, but city department leaders were helpful in the process.
