UPDATE: Beloit mom arrested for leaving children in car while in Wal-Mart


UPDATE (WKOW) --- A Beloit mother was arrested for two counts of child neglect after leaving her children in her car while inside Wal-Mart.

Authorities say a police officer was flagged down at the Milwaukee Road Wal-Mart in Beloit Monday night,  when a citizen saw two children inside a car that was not running.

At the time, Captain Dan Risse says the temperature was -12 degrees with a -32 wind chill.

Police officials say the doors were locked and the children would not open the door.

Authorities identify the children's ages as 18 months old,  and 5-years old.

Risse says as the officer was trying to convince the older child to unlock the door of the Subaru, the mother walked up to the car.

Police found she had left them for 10 minutes.

Authorities say the children were warmed up, evaluated and determined to be unhurt.

Risse says representatives of Child Protective Services put the children in the custody of a family member.

Authorities say 23-year-old Codi Davis of Beloit was arrested for two misdemeanor counts of child neglect.

Risse praises the alertness of the passerby, who left the scene before the officer could note his name.

"He obviously recognized this was wrong," Risse tells 27 News.

"The weather conditions were horrific. And to put children in that kind of, even with the vehicle's windows rolled up, it doesn't take very long, they could have been hurt," Risse says.

While unable to duplicate the exact conditions of the car's interior temperature when the children were inside, a 27 News crew did place a thermometer with a reading of 10 degrees in an unheated car, and after ten minutes of running the car's engine and operating its heater, the temperature was just 20 degrees. Risse declines to comment on how long Davis says the car had been running, before she shut it off with the children inside. Davis' listed, Beloit address is less than five miles from the Wal-Mart store.

Davis' stepfather tells 27 News Davis had recent, major surgery, but it's unknown what impact, if any, Davis' health had on her decision to leave the children in the car.

Davis is scheduled to make a court appearance Feb. 11.


BELOIT (WKOW) -- Beloit police say a woman left two young children in a cold car while she went into Wal-Mart Monday evening.

Police found the children, ages 18 months and 5-years-old, in a car that was not running in the parking lot. Both children are in good condition.

Their mother was arrested, then released. She is scheduled to appear in court Tuesday.

Police have not released her name or said what charges she might face.
