JANESVILLE (WKOW) -- Janesville police say they arrested a man for his 4th OWI offense after a traffic stop.

It happened on North Parker Drive and East Memorial Drive. Forty-three-year-old Thomas Mann of Janesville had a revoked drivers license and showed signs of intoxication. He failed a sobriety test.

He is being held at the Rock County Jail.
