MADISON (WKOW) -- A Madison woman is arrested for her 4th OWI after a passerby spotted a car stuck in a snow bank early Monday morning off Cottage Grove Road.
Officers responded and found the car empty, with a woman's purse on the seat. Around 1:30 a.m., Police found footprints leading away from the car, and with temperatures around 9 below zero, there was concern for the drivers safety.
Officers eventually found 49-year-old Barbara Matthews who was stumbling and very cold. Matthews told officers she was walking home and had not been driving, but police say it was her purse found in the abandoned car. She was then arrested for her 4th offense of drunk driving.
