Two finalists move ahead to be Madison's next Police Chief

MADISON (WKOW) -- Two finalists move on for further evaluation for appointment of the next Madison Chief of Police.

The Police and Fire Commission identified the two as Sergeant Mike Koval and Captain Carl Gloede, both veterans of the police department.

Koval was also a final candidate for the police chief position in 2004, when Noble Wray was selected as chief.

Police and Fire Commission attorney Scott Herrick tells 27 News the two finalists were culled from a group of six candidates.

Herrick says three of those applicants were from outside Madison. Herrick says a total of twenty people applied for the job.

Nathan Royko Maurer, whose unarmed friend Paul Heenan was fatally shot by a Madison police officer in November 2012, tells 27 News he's disappointed an external candidate did not emerge as a final candidate. Royko Maurer says there was strong, community sentiment expressed to the PFC to consider someone outside the department, after Heenan's officer-involved shooting death, and other department issues. Wray and Dane County's district attorney determined the officer's use of lethal force against Heenan was justified.

The PFC has commissioned through background investigations of the finalists and will conduct further interviews, along with other appropriate reviews of their applications.  Herrick says their credentials and capacity to provide the department and community leadership also play a big role in being the next Chief.

The primary background investigations will be conducted with the assistance of the Dane County Sheriff's Department.

Herrick says the selection of a chief could happen by mid-April.
