Sunken ferry was overloaded with cargo

SEOUL (WKOW) -- Investigators say they believe the reason a South Korean ferry capsized on April 16th was because it was carrying double the ship's limit in cargo.  Also, the cargo was not tied properly.

Investigators said they've indicted four employees of the ferry's owner company in the last two weeks.  On Tuesday, they indicted a senior executive.

Authorities say along with going over the cargo limit, the ship had loosely tied goods that helped the ship to capsize.

At least 269 people have died.  On Wednesday, the coast guard said that only 172 people survived, which is two less than what the government has been saying since April 18th.

Coast guard chief Kim Suk-kyoon says there are two more missing passengers than authorities previously knew about.
