Sex Offender arrested after assaulting disabled woman

MADISON (WKOW) -- Madison police arrest a registered sex offender after her allegedly assaulted a woman with a cognitive disability.

42-year old Quentin Cowart called the 19-year old victim to his car on Lake Point Drive Thursday night, and attempted to get her to go with him.

She refused and told police he kissed and touched her inappropriately.

The victim told police she had seen the suspect before, but did not know who he was. Cowart denied the allegation.

He was arrested for second degree sexual assault and for an unrelated domestic battery incident.
