Janesville man arrested for 4th offense OWI

JANESVILLE (WKOW) -- A Janesville man is arrested for his 4th offense OWI.

Around 12:45 a.m. Friday, a Janesville officer stopped a maroon Pontiac minivan in the 600 block of South Jackson Street after he checked the plate and realized the owner had no valid driver's license. The driver, identified as Walter J. Pitcher, 34, had a revoked license for prior OWI offenses.

The officer smelled the odor of intoxicants coming from the vehicle and Pitcher's speech was slurred. Pitcher was given a field sobriety test, and the officer found he was impaired. The result of a breath test at the police department revealed Pitcher had a blood alcohol level of .16.

Wisconsin Department of Transportation records show Pitcher has three prior OWI convictions. He was taken to the Rock County Jail until his next court appearance.
