Intoxicated man causes disturbance in downtown Madison

MADISON (WKOW) -- A shirtless, intoxicated man causes a series of disturbances in downtown Madison Wednesday night.

Police say 51-year old Herbert Wilkins licked the face of a 59-year old woman. The woman, who uses a cane told police Wilkins then pushed her to the ground.

In another incident, a 53-year old man said Wilkins punched him twice in the face, and cut his finger on some kind of shiny object, and needed stitches to close the wound.

The victim said Wilkins also stole his bicycle, but it was later recovered.

Wilkins was arrested for substantial battery, battery, and two counts of disorderly conduct.
