Group honors Madison victim as man is charged with killing her while driving drunk

MADISON (WKOW) -- Friends and acquaintances of Wenxin  "Wendy" Huai gathered outside the Dane County Courthouse and packed the courtroom where 32-year-old Kong Vang was charged Thursday afternoon in Huai's death.

Vang was officially charged with two counts of Homicide by Intoxicated Use of a Vehicle, three counts of Recklessly Endangering Safety, and one count each of Possession of Meth, Operating a Motor Vehicle While Intoxicated - 2nd Offense and Operating with Prohibited Alcohol Concentration - 2nd Offense.

A criminal complaint filed in the case indicates a sample of Vang's blood taken more than 90 minutes after the crash was tested and showed a blood alcohol content of .146, which is well above the state's legal limit of .08. 
 

"Upon searching his cell phone, after the crash, police were able to locate pictures of him and others, people in that car drinking from earlier in that day, while they were driving to what we believe was Mauston,"  says Assistant Dane County District Attorney William Brown.

Vang's bail was set at $50,000 dollars in court Thursday.

The students outside carried signs that included messages like, "Stop DUI/DWI",  "Justice", and "I don't feel safe on the sidewalk".

"It's horrible news,"  says Huai's friend and graduate student classmate Destiny Zhao.  "Not only for me, all the people, students in the department - the whole UW-Madison community actually."

Police have said Vang drove onto a sidewalk, where his car hit Huai and two other pedestrians. The other two were treated at the scene. Huai had much more serious injuries and died after being taken to a local hospital.

Chinese Student Association adviser Terry Tao says the fatal, drunk driving collision is a wake up call to the dangers of such driving, and a call to action.
 

"Maybe we should look at the stats,"  Tao says.  "Our state and other states: Do we have high DUI cases?  Repeat DUI cases?"

Brown says test results are not yet available on whether there was also methamphetamine in Vang's system.
 

His previous drunk driving conviction was in 2007.
