Rating downgrade for House Speaker Paul Ryan

MADISON (WKOW)  --- Election forecasters are shifting a rating for U.S. House Speaker Paul Ryan for the first time ever. Sabato's crystal ball rates every house seat nationwide. Paul Ryan’s (R, WI-1) seat was downgraded from "safely republican" to "likely republican."

Kyle Kondik, managing editor of Sabato's crystal ball said the change mainly due to Ryan's lack of an official announcement on running again.Two democrats, Randy Bryce and Cathy Myers are facing off in a primary race in August for the chance to run against Ryan.

Election experts from the University of Virginia say if Speaker Ryan does ends up on the ballot this rating downgrade doesn't mean he won't be the significant favorite, but sometimes being a national leader can hurt.    

“Voters maybe don't value being a speaker or being a party leader like they once did,” said Kondik. “But when you put it all together again if Paul Ryan is on the ballot he'd be really hard to beat however there's significant uncertainty that he may not run again."  

Experts also say this rating adds to a perceived growing wave of support for democratic candidates. There was also a shift in the rating for Congressman Ron Kind (D, WI-3). He shifted from “likely democrat” to “safe democrat.”
