UPDATE (WKOW) -- A Rock County judge ordered a signature bond for a retired Beloit police officer charged with felony repeated sexual assault of a child.

Larry Woods, 62, appeared from the Rock County jail Tuesday for an initial court appearance.

According to the criminal complaint, the assaults of a 14-year old acquaintance who was living in Woods' home took place between November of 2017 and May of 2018.

The victim told police the assaults took place either in Woods' truck or in hotels in Beloit or Rockford, according to the criminal complaint.

The girls mother contacted police after finding videos of the girl and Woods on the girl's cell phone. 

Beloit Police officials say Woods worked as an officer for the department for twenty-five years, retiring in 2007.  Woods currently works in a security position for both the Beloit School District, and the Beloit Library.

The complaint states one sexual assault of the girl took place after Woods locked up the library for the night.


Roger Hansen has lived next door to Woods on Beloit's Grant Street for twenty years.


"It's just devastating,"  Hansen says.  Hansen says Woods and his family have been great neighbors.

Hansen and other neighbors says it appears Woods was not living full time at the home in recent weeks.  That time frame correspondences with what authorities say was when the fourteen year old high school student was staying at the home.
 

Beloit Police Chief David Zibolski says transporting of the girl to another state for immoral purposes could lead to a federal charge against Woods.  He says the investigation into Woods' actions continues.


Zibolski says he's unfamiliar with Woods' personnel history as an officer, and whether he was ever disciplined.  School District officials say Woods' security position is at Aldrich Intermediate School.  A former principal says when Woods was an officer, he responded to police calls at the school when the school's educational resource officer was covering another middle school.


A court commissioner cited Woods' lack of criminal record, and significant ties to the Beloit community in rejecting a prosecutor's proposed $10,000 bail and awarding Woods a signature bond.  Woods is on administrative leave from the library, and school district officials say his position is not year round, and he is not working at this time.

Woods' next court appearance is scheduled for Wednesday, June 27, 2018.

UPDATE (WKOW) -- The retired Beloit Police Department patrol officer accused of sexual assault of a child had known the alleged victim for some time, Beloit Police Chief David Zibolski said during a Tuesday news conference.

Larry Woods, 62, retired from the police department in 2007 and has most recently been working as a security guard with the School District of Beloit and the Beloit Public Library.

Zibolski said police were notified Saturday by the mother of the victim, a 14-year-old girl. He said the assaults had taken place over the past year.

"The relationship has been going on for some time," Zibolski said, and the investigation may involve the FBI if the alleged assaults took place over state lines.

Zibolski wouldn't say if they met at the library or school, but police are looking into his actions in both positions. 

No additional victims have come forward so far, Zibolski said.

"To this point the investigation is more than an allegation," Zibolski said. "We have seen enough corroboration of the information that has been obtained form the victim to lead us to this point."

Woods is being held in the Dane County jail because of his ties to Rock County as a former officer. He is expected in court at 3 p.m. Tuesday.

Because security officers are not year-round employees, Woods is not currently on duty in a school, according to a statement issued Tuesday by the School District of Beloit.

"The administration was not aware of this matter until after it was reported to the Beloit Police Department on Saturday, as it was not reported to school personnel," the statement read.

BELOIT (WKOW) -- A retired Beloit Police Department patrol officer was arrested Saturday, accused of sexual assault of a child, according to a city of Beloit news release.

Larry Woods, 62, retired from the police department in 2007 and has most recently been working as a security guard with the School District of Beloit and the Beloit Public Library.

Police say they were notified by the alleged victim's mother on Saturday, and police took Woods into custody later the same day.

He has been placed on administrative leave from the Beloit Public Library.

“The allegations against a former officer are abhorrent and tarnish the badge that so many men and women are proud to wear,” said Police Chief David B. Zibolski in a news release.

Woods is expected to be arraigned on Tuesday in Rock County Circuit Court. \
