Madison (WKOW) -- from Madison PD: Around 7:50 p.m. on Wednesday night, a 17-year old flagged down a Madison Police officer after seeing a man urinating at the South Transfer Point.
The victim said children were around when he did this.
She pointed out Lawrence E. Foy, age 56, with no permanent address, and the officer noticed he appeared to be without his trousers.
The officer then saw Foy grab a pair of nearby jeans.
He started pulling them on, and as he did, the officer could not help but notice that his underpants were wet, and that there was a wet spot on the concrete and dirt where he had been.
The officer made contact with the suspect, and determined he was having a hard time walking and that his speech was slurred.
The man said he had been hanging out with friends at the transfer point.
He was given several citations and taken to jail on a parole hold.
Officers from the South District have been giving the South Transfer Point extra attention due to ongoing problems including the illegal use of alcohol, fights, drug issues, and robberies.
Mr. Foy was arrested and cited for Unlawful Use of Bus Shelter, Exposure of Person, and Depositing Human Waste.
Mr. Foy was also booked into the Dane County Jail on a Parole Hold.
