CROSS PLAINS (WKOW) -- Trick or treating went on as planned at this Cross Plains neighborhood, but homes on the 2500 block of Valley Street didn't hand out any candy.

The area was blocked off around 2:00 pm Friday. Police responded to shots fired at an apartment complex. Inside one man was dead, a woman with serious injuries and a young child found unharmed.

"The shooting on Valley Street does not appear to be a random act, these victims seem to be specifically targeted. The victims knew the suspect from past contacts," says Cross Plains Chief Tom Janssen.

Authorities call 42-year-old Charles Witzel, as a suspect.

Witzel was arrested this year for OWI in Iowa County and charged with possession of a concealed weapon in Dane County three years ago.

Police found his white pick up truck abandoned in Middleton.

Neighbors spoke with other neighbors trying to figure out what happened on their normally quiet street.

Resident Louise Fries has lived in the area for more than 30 years. She says she's never seen anything like this.

"This town has changed so much since I have been here in Cross Plains for 50 years and I have been here 30 years in this neighborhood. It's growing and that's how it goes all over, " she says.

"It's normally a pretty quit neighborhood nice community nice place to raise a family. Its ashamed this had to happen," says resident Bill Meier.

The search for Charles Witzel has become a statewide effort.

Law enforcement across Wisconsin are on the lookout for the man authorities call armed and dangerous.

They believe he could be headed to the Arena and Loganville. Investigators say he has ties to those areas.

If you have any information call the Dane County Sheriff's Office at 608-255-2345.
