Judge dismisses charges against doctor in fraud case
MADISON, Wis. (AP) -- A federal judge has dismissed charges against a Filipino doctor accused of defrauding the U.S. military's health care program out of $2 million.
U.S. District Judge Barbara Crabb ruled that Diogenes Dionisio's right to a speedy trial was violated.
Dionisio, who ran a clinic near Manila, was indicted in 2004 on charges that he submitted fraudulent claims to the military's Tricare program. But he wasn't arrested until March when he stepped off a plane in the U.S. territory of Guam.
Prosecutors had declined to seek his extradition from the Philippines, saying that would be futile because of corruption in that government.
